Three-class system
Yes. Rhode Island adopted the three-class system in 2024 in R.I. Gen. Laws § 31-19.7-1.
Minimum age
I found no class-by-class minimum age in Chapter 31-19.7; however, R.I. Gen. Laws § 31-3-2.2 says electric motorized bicycles may not be operated by a person under 16.
Helmet rule
R.I. Gen. Laws § 31-19.7-3 requires a helmet for any operator or passenger under age 21 on an electric bicycle.
Where e-bikes may ride
R.I. Gen. Laws § 31-19.7-2 makes Class 1 e-bikes allowable on state bicycle trails or paths, and DEM may regulate e-bike use on other DEM properties; I did not find a statewide e-bike-specific sidewalk rule in Chapter 31-19.7.
License or registration
RI DMV says electric bicycles are not required to be registered; I did not find a current official statewide page that expressly states driver-license or insurance requirements for Chapter 31-19.7 e-bikes.
